Pein and Madara Uchiha: who is the strongest?

I don't understand if Pein has the strongest dojutsu the "Rin'negan" than why would he take orders from Madara? Madara theoretically has the power of Tsukyomi, Amateratsu, and Sasanoo; and Space/Time Jutsu. But Pein can master all 6 elemental chakras, the ability to take host and take control over the deceast--in doing so, aquiring all the deceast's abilities. One such body is a master summoner, the other eats all ninjutsu, the other is great at taijutsu, another can sense chakra levels using rain, another is great at using defense.... Wouldn't it be safe to assume that Pein has the potential to be stronger than Madara, if he is not already? Yes I am aware that Pein is weak to genjutsu as seen in his fight with Jaraiya, but no Uchiha has ever been seen using genjutsu that effects more than 1 target. Tsukyomi only effects 1 person, which means that Madara would have to use it 6 times if he is to beat Pein. So what can he do to control Pein?

1. Madara Uchiha is better in my opinion, plus Madara is the one who created and formed the akatsuki... I think that Madara would win in an all out fight easily. He has the eternal Mangekyo Sharingan and it rocks.... Ya!!!! Battousai rocks- I'm a Kenshin maniac

3. Madara Uchiha is stronger. Take note that during the fight between Jiraiya and Pain, Jiraiya is easily able to hold his own after splitting them up. (The reason I call him Pain is because he does not want to show the world true "Pein". Also, if it was written "Pain" in katakana, it would sound like the word "Pen".)
4. We don't know what the case is yet. Perhaps it has nothing to do with strength. Pein could've been blackmailed or bribed by Madara. We don't know why exactly Pein was made the leader (his hunger for power?) but Madara apparently needs him.
5. I think Madara Uchiha is stronger cuz he is older than Pain and he should have more ixperience than Pain though I like Pain more =]
6. i still think madara is stronger though pein has rin'negan because madara's the one that formed akasuki and he's the founder of uchiha clan and pein was like taught by jiraya or someone
